Video sharing has become an integral part of cyber-culture. Millions of entertainment video clips are uploaded and shared daily, for example using YouTube. The demand for educational videos is also increasing. However, most of the learning and teaching management tools used in English-speaking universities are text-based. In this project, we present the design, implementation and evaluation of a software prototype Viewer for the Video Training System (VTS). This prototype demonstrates that it is possible to use a video-based online instructional system to deliver structured lectures. The VTS Viewer behaves analogously to a telephone menu: it presents students a variable sequence of short video clips depending on the choices the student makes. Each video clip is presented on a web page in the format of a web-based lesson step, containing a video clip and a set of next-step options. Students themselves decide what content to view next using navigation elements. This software is structured as a three-tier Web Application implemented using PHP and SQL and is fully operational. All software developed for this project is Open Source. Initial survey feedback indicates that students find the Viewer interface intuitive and easy to use.
